Governance Structure
AFRIPERF is governed by a three-tier structure established by the AFRIPERF Charter, signed in Accra, Ghana, on 18 September 2025. The structure is designed to provide strategic oversight, technical expertise and administrative coordination across the forum’s mandate.

Executive Committee
The Executive Committee is the principal governing body of
AFRIPERF. It provides strategic oversight, shapes the forum’s
direction, and is responsible for major policy decisions and the
adoption of resolutions.
Membership
Composed of the heads of petroleum regulatory agencies from each member state. Each member state with full membership (ratified charter) holds one seat on the Executive Committee with full voting rights.
Chairperson
The Chairperson of AFRIPERF is elected by Executive Committee members in accordance with Article 12 of the Charter. The Chairperson convenes and chairs all sessions and represents AFRIPERF in official capacities.
Meetings
The Committee meets at minimum annually at the AFRIPERF AGM, and convenes additional virtual sessions as required. Sessions are open to full members; observers may attend by invitation.
Technical Committee
The Technical Committee supports the Executive Committee by providing expert analysis, developing technical guidance, and overseeing thematic workstreams aligned with AFRIPERF’s mandate.
Activation
Activated as needed, based on thematic or sectoral priorities identified by
the Executive Committee or the broader membership.
Membership
Composed of subject matter experts drawn from member country regulatory agencies and approved partner organisations. Experts are nominated by member states and ratified by the Executive Committee.
Scope
May establish sub-committees to address specific regulatory areas, including environmental standards, safety protocols, licensing frameworks, digitisation, and emissions reduction.
Secretariat
The Secretariat provides administrative and operational coordination for AFRIPERF. It manages communications, maintains the official record of forum proceedings, coordinates logistics for meetings and events, and oversees the forum’s day-to-day functions.
Headquarters
Currently hosted by the Nigerian Upstream Petroleum Regulatory Commission (NUPRC) in Abuja, Nigeria, following the unanimous decision of the inaugural Executive Committee on 2 December 2025.
Rotation
The Secretariat is intended to rotate among member countries over time.
Nominations for future host countries are submitted to the Executive Committee for ratification.

Each member state may nominate up to five competent persons to participate in forum activities, including committee work and training
