The African Petroleum Regulators Forum (AFRIPERF) will hold a series of high-level engagements in Accra from 2 to 4 September 2026, on the sidelines of AOW:Energy 2026. The programme comprises the AFRIPERF Executive Committee Meeting, the AFRIPERF Business-to-Government Dialogue, and the Oil and Gas Decarbonisation Charter (OGDC) Regulatory Workshop on Regulation for Sustainable Petroleum Development in Africa, organised in partnership with AFRIPERF.
The engagements convene petroleum regulators, ministries, national oil companies, international operators, financiers, and technical partners from across the continent. They advance the Forum’s core mandate of harmonising petroleum regulation, strengthening regulatory capacity, promoting structured dialogue with industry, and projecting a unified African voice in global hydrocarbon governance.
AFRIPERF Executive Committee Meeting
The AFRIPERF Executive Committee will convene on Wednesday, 2 September 2026 at 10:00 (Ghana time) at the Kempinski Hotel Gold Coast City, Accra. The meeting will be chaired by Mrs. Oritsemeyiwa Eyesan, Commission Chief Executive of the Nigerian Upstream Petroleum Regulatory Commission (NUPRC) and Chairperson of AFRIPERF.
The session will review the Forum’s institutional work programme, receive updates from the Secretariat, and consider matters relating to membership, governance, and the operationalisation of the AFRIPERF Charter adopted in Accra in September 2025. It represents a further consolidation of the Forum’s governance architecture, following its formal establishment at AOW 2025 and the inaugural Executive Committee sitting held virtually on 2 December 2025.
AFRIPERF Business-to-Government Dialogue
The AFRIPERF Business-to-Government (B2G) Dialogue will hold on Thursday, 3 September 2026 at 09:00 (Ghana time), also at the Kempinski Hotel Gold Coast City. The Dialogue provides a structured platform for direct engagement between African petroleum regulators and the private sector, spanning international oil companies, independents, service providers, financiers, and legal and advisory institutions active across the upstream value chain.
Discussions will address regulatory predictability, fiscal terms, licensing frameworks, cross-border project development, local content, and the alignment of investment strategies with the continent’s evolving energy transition pathways. The Dialogue is designed to translate the Forum’s regulatory harmonisation objectives into practical improvements in the investment climate across member jurisdictions.
OGDC Regulatory Workshop: Regulation for Sustainable Petroleum Development in Africa
The Oil and Gas Decarbonisation Charter (OGDC) Regulatory Workshop, organised in partnership with AFRIPERF, will hold on Thursday, 3 September and Friday, 4 September 2026 at The Mövenpick Hotel, Accra (room to be confirmed).
Themed Regulation for Sustainable Petroleum Development in Africa, the two-day workshop will examine how African regulators can support the delivery of the OGDC’s core commitments: net-zero operations by 2050, near-zero upstream methane emissions by 2030, and the elimination of routine flaring by 2030. The Charter, launched at COP28 in December 2023, has been endorsed by companies representing approximately 40 per cent of global oil production, including several African national and international oil companies.
Sessions will bring together AFRIPERF member regulators, OGDC signatory companies, technical experts, and multilateral partners to explore practical regulatory instruments for methane measurement, monitoring, reporting and verification (MMRV); flaring reduction; low-carbon investment incentives; and the integration of decarbonisation obligations into upstream licensing and compliance regimes. The programme will draw on emerging practice from Africa’s leading producing jurisdictions and situate regulatory design within the wider context of the continent’s development priorities.
AFRIPERF was formally constituted through the signing of its Charter in 2025, in Accra, with Nigeria adopted as the Forum’s official headquarters. The Forum’s mandate covers the harmonisation of petroleum regulations and standards, the enhancement of regulatory capacity through training and knowledge exchange, the promotion of dialogue with industry and international organisations, cross-border energy infrastructure development, and the projection of a unified African position in global energy discourse.
