The Secretariat
Hosted in Abuja, Nigeria, the AFRIPERF Secretariat is the permanent institution that turns the decisions of Africa’s petroleum regulators into coordinated continental action.
Chief executive of the forum
The Executive Secretary is the chief executive officer and
principal administrator of the AFRIPERF Secretariat, and the legal representative of the organisation. The office reports to the Executive Committee on policy matters and to the Chairperson on administrative and financial matters.
In that capacity the Executive Secretary directs the affairs of AFRIPERF in accordance with the Charter, ensures that the duties assigned to each directorate are carried out, and prepares periodic reports for every session of the Executive Committee.
The Executive Secretary is appointed from a member country for a term of three years, renewable once. The current Executive Secretary is Eyoanwan Ndiyo-Aiyetan, who assumed duty in January 2026.
Three directorates, one mandate
The Secretariat is administered by the Executive Secretary with the support of two directors and professional staff seconded from member regulators.
Office of the Executive Secretary
The command centre of the Secretariat. Sets the annual work programme, prepares Executive Committee papers, and represents the forum in dealings with governments and multilateral institutions.

What the Secretariat carries
Treaty custody
Holds the AFRIPERF Charter, ratification instruments and the official membership register.
Committee support
Convenes and services the Executive Committee, Technical Committee and working groups.
Voice of the forum
Issues communiqués, press statements and the forum’s positions in international fora.
Capacity programmes
Designs and delivers training pathways for regulators across the 16 member states.
Knowledge systems
Operates the Knowledge Hub, regulatory database and secure member portal.
Assurance
Maintains records, audit trails and compliance with the forum’s financial regulations.

Dr. Amadou Sy
Leads the continental research agenda, comparative regulatory studies and the AFRIPERF data programme.
